http://www.mozilla.com/firefox/releases/1.5.html#requirements says that Firefox runs on Mac OS X 10.2.
http://www.mozilla.com/firefox/system-requirements.html was changed today to say that 10.3 is required.

Firefox certainly does run on 10.2.
Very few devs are running 10.2 and I suspect that there are a couple of
bugs that are never going to get fixed.
It is possible that if you are planning to run on 10.2 then you should upgrade
to 10.2.8 (I am on 10.2.6).
Maybe the present position is that MacOS 10.2 is not supported, but that
there is no known bar to its running.

It still does, but you'll run into bug 298502. I'm still running on 10.2.8, but I'm a tester, not a developer.
See bug 299214 and <http://wiki.mozilla.org/Mac:Build_Requirements> for the build-requirements. Soon, all build-servers should run on 10.3 (Panther), but will still be able to deliver builds that run on 10.2.

The stated compatibility was changed from 10.2 to 10.3 for Firefox 1.5 because of the particularly nasty bug 298502, and the amount of noise that users affected by that bug made. That bug will be fixed in 1.5.0.1, and the stated compatibility should drop back to 10.2 for 1.5.0.1.

Rebron and I fixed this last week. The system requirements page (for Firefox 1.5.0.1) now says that the minimum Mac OS X version is 10.2.x.
Btw, here's what I said on http://www.squarefree.com/burningedge/releases/1.5.0.1.html:
Bug 298502 - [Mac OS X 10.2] Empty pulldown menu and Firefox hangs. (This bug was the reason the "system requirements" page for Firefox 1.5 said it required Mac OS X 10.3.)
