There already is a bug for Indonesian l10n - bug 280249 (though this issue seems to have stalled in June). Have you contacted the other localizer (Martin Tedjawardhana)?

I have contacted Martin Tedjawardhana and he had given me the go ahead signal, since currently he does not have time to continue the effort yet, and he offered me to take over the project. Dody, the process is generally like this (I copied this from Tim's bug 280249 comment 1 and slightly updated to match the current situation): To start an official Firefox localization you need to prepare [1] Indonesian locales files in CVS structure form and commit them to the Mozilla.org CVS server [1]. Therefore, you should have a CVS account. If anyone reading this is still interested in helping to translate one or more Mozilla products into the language that this bug is about, please add a new comment to this bug to confirm your interest, saying again which products you would like to localize e.g., Firefox, Thunderbird. We will then make the necessary arrangements.
I'd too, would like to apologize for the delay on translating the "software". For now, the "Indonesian team" still not had any formal time schedule to complete our translation. but the project are still open. I'm sorry for crowding bugzilla. I think I've made a mistake with another new localization registration in bug 412364 and make my CVS account request depends on it (bug 413283). Can somebody close it? I'll change my CVS account request to depends on this bug. Still learn to use bugzilla though. Latest Firefox 3b3 languange pack for Bahasa Indonesia (id) in CVS format. The code also live on http://moz-langpack-id.google.code subversion repository. I also put my fully localization build there (win32).

I created http://wiki.mozilla.org/L10n:Teams:id to give other folks a point of contact. I'll file a few follow up bugs and do an initial commit. I'm not going to commit the dictionary though. I'm not sure which dictionary it is, and we might have licensing problems with it. I'm not sure how useful an English dictionary is to Indonesian users, too.

I'll attach my conversation with the creator in a moment. I also thought that English spellchecker and hyphenation won't be useful. So I don't think including them in indonesian localization will be a good idea.
