While the ESC key stops GIF animations this is not so for MNG Animations, View->Stop is also deactivated. Hmm, there really isn't any more detail that I can give, to reproduce just go to http://www.libmng.com/MNGsuite/text_scroll_img.html and hit ESC.
(They keep using CPU also when one went on to a different page or hides the tab, but that looks like bug 120154 which, once fixed, will probably also fix the matter for MNGs.)

Seamonkey only supports MNG via a patch or plugin. ==>INVALID. We can
discuss this further in the forum at mngzilla.sf.net

Huh? I specifically marked this as dependent on bug 18574, because I know that the patch has to go in first. There are lots of other bugs like this. I don't see any forum at the URL you pointed out, just a list of not relevant news items.
In the page at mngzilla.sf.net, there is actually a link to the various forums.

ESC doesn't seem to interrupt MNG animations when image.animation.mode is "once" in about:config.
