Unless we sort this out, I'm going to have to remove this file from source control. 

I notice Dennis Bareis seems to be CCed on this bug. Dennis: would you be willing to make the file available under Mozilla-licence-compatible terms? (I can work with you to see what terms might be acceptable to you.)

None of the MSI files are used and I am fine with their removal.

Gerv, you forgot to remove references to these files in browser/installer/windows/msi/make-msi.pl, or should this file be removed completely as well?

Philip: I was told that file isn't used, so presumably make-msi.pl isn't used either. Better to leave it as-is; if someone ever wants to run it, they'll get an error, and can look up why. If I change it, it'll just do the wrong thing silently, or something like that.

Or we could remove the entire set of files, but that's work, because I'd need to make sure no-one cared.
