That document URL has expired. At the moment, the current rev is at http://www.ietf.org/internet-drafts/draft-delany-domainkeys-base-06.txt These are used in Gmail, I believe. This bug is a duplicate of bug 265226, which was left unconfirmed until it was allowed to expire.
