If you go to a site that has a meta refresh (<meta http-equiv="Refresh".../>) and then choose to "Work Offline", the page will attempt to reload after the specified interval and give the Offline Error page. Meta Refresh should not fire when working offline.

I don't know of many sites that use meta refresh these days. However, I created a simple sample page to test it out. The meta refresh does continue to fire, but as long as the page remains in cache the page shows up. However, if the refresh is to a page that is not yet cached or if the cache is cleared (or not being used) an error will be given.
I did this in SeaMonkey 1.1.9.
Can you reproduce with SeaMonkey v2.0a1pre ?
