After Cairo was enabled the caret became initially invisible when a field is focused. It also keeps blinking while typing. Caret should be initially visible when a field is focused and only start blinking after a moment. It should also stay visible while it's moving and only start blinking a moment after typing or moving the caret otherwise has stopped.
see also bug 312106, and bug 287813. I'd say this probably depends on the latter.
