First of all, then you download any page with scrollbar, the keys are initially not working at all. However they begin to work then you click on the page content. But after reload they stop working again. Should I click on the page any time I want to use scroll keys? Reproducible: Always Steps to Reproduce: 1. Open any page with scrollbar 2. Press PgDown Actual Results: Page is not scrolled down Expected Results: Page should be scrolled.

Does this happen in firefox's safemode? - http://kb.mozillazine.org/Safe_mode
Yes. It happens in safe mode just as in normal mode.
Press F7 and see if the problem goes away. If so, this is a duplicate of bug 194937. Otherwise, this is probably a duplicate of bug 305939 or bug 324349.
