If an extension has a privacy policy (because it phones home in some way), we should indicate that in a standard way on the listings.

This patches developers/listmanager.php, developers/additem.php, developers/itemoverview.php, developers/approval.php to include a Privacy Policy URL field.

I will attach a separate patch for displaying the url on the public page once I get 2.0 working in my sandbox, grr!

Ignore this patch, I ended up changing it from a Privacy Policy URL to a full Privacy Policy and am attributing it with bug 335707 now.
