Mass reassign of open bugs for chase@mozilla.org to build@mozilla-org.bugs.

I was going through lxr bugs (as qa) and was about to reassign the bug in question to its default when i realized it had been intentionally orphanned by the default owner. that's a really useless proposition. we need a new owner.
