Details

1) Install the 2000032808 build of Mozilla. 2) Start with a fresh profile, and start Mozilla. 3) Go into the preferences, change the home page, and exit Mozilla. 4) View the profile directory's contents. What is expected: A prefs.js file with the new home page mentioned. What I get: There is no prefs.js file.
