33721 - Menus dismiss themselves if you click with submenu open

If you click an "expand submenu" option on a menu while a different submenu is 
expanded, the entire menu dismisses. Happens on Personal Toolbar and standard 
menus. This also means an accidental double-click instead of a single 
one dismisses menus.

This is very frustrating, and not consistent with NS 4.x.

Reproducible: Always
Steps to Reproduce:
1. Pull down a menu
2. Click on an option which expands a sub menu
3. Either double click, or quickly click on another such menu item


Actual Results:  Menu vanishes.

Expected Results:  Submenu clicked first should close; submenu clicked second 
should open.
