This is a tracking but for Tp improvements. Once the branch is cut and we get Tp percentage, I'll post it here.

Initial run on SB tinderbox: 328ms With SB on: 331-336ms (1-2.5%)

Moving the timer code to C++ gave us the 1-2.5% back (bug 338693).
