See bug 245392 (this is more less a duplicate). Sounds like it won't be fixed before 2.0.

How can this be a duplicate of bug 245392? That bug is for trunk, and this one is for Windows98, which ISN'T SUPPORTED on trunk. I say this one should be made WONTFIX if anything.

do you see the problem? STM it would have been fixed in TB 2.x installer per bug 245392 comment 230.

Bug 245392 is a Firefox bug. This is a Thunderbird bug. They are two separate products. Until this bug is demonstrated to be fixed in Thunderbird, it should remain open.

Um, no. This was a bug in the old installer code, which isn't used in anything we still ship. Wayne duped it to the right place, the tail end of that bug about the shared old installer code was where the one remaining issue, with Win9x, petered out, but if it will make you happier, I'll tell you that we WONTFIX the installer code we no longer use.
