Screenshot illustrating problem
I hope this is the right component.
See testcase in URL - the fixed position SVG object in the top-right causes laggy scrolling of the text behind it, the fixed position PNG in the top-left is fine.
The minimised testcase does show up the lag, but no-where near as noticeably as the original page, so I'll attach a screenshot showing the problem.

Is this still a problem with current trunk build?
This was really obvious with 1.8.1 - I _think_ it was present with 1.9.1 as well still (albeit very faint, and I might be fooling myself with seeing it at all). Definitely completely gone with current 1.9.2 trunk, though, so if it wasn't already fixed before, bug 352093 seems to have done the trick here.
