It happens every few weeks. I look at my bookmarks section and there's nothing.

Every few weeks that problem occurs.

Why does it do that? Is that a bug?

Reproducible: Always

Steps to Reproduce:
1.Well, I add my bookmarks to the sites I go on.
2.It's there for a few weeks.
3.After a few weeks, it's all gone. I didn't even think about deleting them.

Actual Results:  
It happens every few weeks. All my bookmarks are unexpectedly gone.

Expected Results:  
None of my bookmarks should be deleted unless I decide to.

Try the kb article <http://kb.mozillazine.org/Lost_bookmarks> and see if that will  help.
