According to the spec (http://www.w3.org/TR/CSS21/ui.html#dynamic-outlines) outlines do not take up space. Currently they do.
Reproducible: Always
Steps to Reproduce:
Load up a simple page like the following

th<i style="outline:red solid thin;">is i<b style="outline:black solid thin;">s som</b>e tex</i>t
</body></html>
Actual Results:
The inner black outline is rendered completely inside the outer red outline.
Expected Results:
The inner black outline's top and bottom should be drawn over the red outline.
