Actually, this is a duplicate of bug 65571 (which is WONTFIX, but see bug 4821 and bug 108391 for alternatives). Changing the default font size (as comment #1 suggests) only affects text for which font size was not specified by the page author - clearly not what the reporter needs. I'm re-opening this so I can resolve it as a duplicate.
