if a bug is set as a dependens on of another bug and marked FIXED at the same time the bug will be allowed to be marked FIXED. If however you do those steps separately bugz will present the big red box that says you have can't do this.
All of the above requires noresolveonopenblockers = on
Reproducible: Always
Steps to Reproduce:
1. create a bug (bug 1)
2. create another bug (bug 2)
3. modify bug 1, make it dependent on bug 2 and mark it RESOLVED FIXED.
Actual Results:
it works
Expected Results:
i expected the big red box that when the above steps are performed sequentially stops the bug from being resolved.
if you want i have a public bugzilla that has the results of my test. you could look at the bug activity and see it. Let me know and i will make it available.

after a bug search this is kinda the opposite of bug 271758.

It wasn't too hard to reproduce. And it wasn't too hard to expect such a behavior too... for the same reason as in bug 271758, i.e. process_bug.cgi only looks at the current bug state, not the newer one.
