When there are not any links in "Bookmarks Toolbar Folder", the firefox window flashes constantly.  The only way to stop the flashing is to place a bookmark in "Bookmarks Toolbar Folder".

Reproducible: Always

Steps to Reproduce:
1.Delete all bookmarks in "Bookmarks Toolbar Folder" or delete each bookmark from toolbar.

Actual Results:  
Firefox window flashes repeatedly.

Expected Results:  
No flashing should occur, just like how iexplorer does not flash when there are not any links in the links toolbar.

Adding and removing the search toolbar should be more user friendly and not require manual removal from the program folder.
