Details
I found "Product chooser to use when entering bugs" by reading the list of hacks to bmo.
Please add a note to the bottom of the full page for people who have EDITBUGS and who don't have the product chooser set to full to say something like:

You can change this to your default page for enter_bug by visiting preferences and selecting <a href="userprefs.cgi?tab=settings">settings</a> and changing
"Product chooser to use when entering bugs" to "Full chooser with all products".

Done.
Anyone who doesn't have the preference set gets the message. It's at the bottom out of the way though.
