The text <menuitem id="menu_HelpPopup_reportertoolmenu"> is allways shown as the last line under the icon bar with the icons "Navigator" "Mail...".

This seems to be an Duplicate for Bug 298675 and other related Bugs you can find in the comments there. 

If you have installed an de-AT-Version of SeaMonkey, you can solve the Problem installing the langenus.xpi from http://releases.mozilla.org/pub/mozilla.org/seamonkey/releases/1.0.3/windows-xpi/
and change the Language to en-US, close Seamonkey and restart, than change another time to de-AT and restart. 

But notice, that Bugzilla was not an Support-Media, so be careful and search for similar Bugreports before file a new one. You can get Support from german newsgroups de.comm.software.mozilla.browser, *.mailnews, *.misc for Problems like this.
