I go into the Sent folder for my POP email account and find a message that
I previously sent.  It is an HTML email message with 7 embedded images.
I select it and click Message->Edit Message As New

Expected result: New HTML email composer window appears with the original 
message in it, as if I was still composing the original message.

Actual result: New HTML email composer window appears.  It is empty.

reproducible:  100% at will.

Other factors that may or may not be relevant:  I have SeaMonkey configured
to send plain text email by default.  I normally have to hold down the shift
key while clicking "Compose" to get the HTML composer window to appear.  

The original email was sent as both text/Plain and text/html.

Do any error messages appear in the Error Console under Tools->Web Development->Error Console when clicking on "Edit Message As New"? Did you already try with a current nightly, too?

No, no errors appear in the error console. 
I'm runing a week old nightly.  
Do you think this has changed in the last week?

I've played with this some more.  
Not all of the emails wiht pictures in-line that I've previously sent have
this problem.  Looks like it's just this one.  I will see if I can attach it.

OK, I see this.  There's a combination of issues here.  The message's MIME structure is:

  multipart/alternative
    1: text/plain
    2: multipart/related
      2.1: text/html; quoted-printable
      2.2: image/gif
       ...
      2.6: image/gif

First of all: with a message formatted such that part 2 is multipart (rather than simple text/html), the text/plain part is never viewed (bug 253830); instead, when viewing As Plain, the HTML part is downconverted.  So the Edit As New always retrieves the text/html part as well.  (When you're composing a message, it's either HTML or plain; Edit As New on a multipart/alternative message starts with only one part.  If the two parts are simple text/plain plus text/html, Message Body As Plain plus Edit As New results in a plain-text compose window of the plain-text part.)

Second: edit-as-new (or forward-inline) of a quoted-printable (or base64) part fails in various ways: bug 307023.  (See bug 307023 comment 17.)  This latter is a serious bug, but unlikely to be fixed until infrastructure issues are considered more important than frontend gewgaws like stars and tags.

This bug's symptom might well be fixed by addressing bug 307023, but the manifestation is different enough that I think it should stand alone as its own bug; I'll add a dependency.

Bug 394322 exists. Please don't use "Simple HTML" in your test for this bug.

Nelson this might have been fixed by bug 351224. Could you take a few minutes and download the latest nightly ( http://ftp.mozilla.org/pub/mozilla.org/thunderbird/nightly/latest-comm-central/ ), backup your profile and test and let us know if this is fixed or not ?

Bug is fixed.
Linux, TB 11.0a2 -  When I open testing message from disk and then choose from menu Message->Edit message as new =>new message is full copy of displayed message.
