alltabs 1 pixel short (when not overflowed) and scroll button down 2 pixels too narrow when overflowed and hovered

there are some small nits I see after the recent landing from mconnor.

(and thanks to mconnor for fixing winstripe, getting the tab strip to where it is.)

Just a general observation, but it almost doesn't look as though the button is not tall enough, it actually looks displaced as though it's positioned too low.

Added example image. This is seen on XP Pro SP2 w/ a Royale theme for Windows if that matters.

the "scroll button down 2 pixels too narrow when overflowed and hovered" issue will be fixed by a patch in bug #348929

Is it possible to make sure the all tabs chevron is "centered" over the scrollbar chevron?  I believe that is more visually appealing.
