I pressed Ctrl+S, left the "Save as" dialog opened, opened the new browser window by starting Firefox, and saw that the new window doesn't work at all. 
For example, it doesn't show the caret in the URL input line.

Reproducible: Always

Steps to Reproduce:
1. Go to mozilla.org
2. Press Ctrl+S. The "Save as" dialog is opened.
3. Leave the dialog open.
4. Start firefox.exe again.


Actual Results:  
The new opened window doesn't work.

Expected Results:  
The new window should work properly despite "Save as" dialog is opened by another window.
