35069 - Cancelling Open File dialog still opens new window

Overview Description:
If you cancel Navigator's File>Open File dialog, a blank new window is still opened.

Steps to Reproduce:
1) Click File>Open File from browser
2) Cancel the dialog

Actual Results:
dialog disappears, but a blank new window is opened

Expected Results:
if you  cancel, dialog should just disappear

Build Date & Platform Bug Found:
2000040708, Win98

Additional Builds and Platforms Tested On:
none

Additional Information:
I know that bug 22342 is discussing whether this should open a new window at
all, but in the meantime this should probably be fixed.

Confirmed with 2000-04-08-08.

As a sidenote, this dosn't occur when canceling a 'open web location'

oh, now i understand --i missed the bulk reassignment for the Browser-General
bugs.
