Spinoff of bug 351611 comment #15 thru 18. Not sure what the best component for this is and nothing in toolkit seemed appropriate.
See also bug 338040 which is about simplifying the shutdown procedure by removing tryToClose altogether.
With bug 383760 fixed, canQuitApplication now tests for open tabs, etc. itself, though it would have to be adapted in a way to accommodate the changes from bug 385853.
