1) Open the File menu
2) Note the 6th menu item

Present Translation: soxranit kak (meaning - Save As)
Correct Translation: soxranit stranitsy kak (meaning - Save Page As)

1. What does the menu says when I have a PDF-file open? 
2. What does it say in English? 
3. Which locale needs fixing?

I agree with Constantine.
Besides that, Russian translation of this entry in Firefox consistent with Russian translation of this entry in Internet Explorer.
I'm not MS fanboy, but this time I agree with their translation.
P.S. This is entry also shows up if you'll open any image like GIF, PNG and JPEG.
I don't believe that image can be considered as "page".

Should this bug be marked INVALID/WONTFIX, and another bug for the affected locales opened; or, alternatively, should this very bug be renamed and re-categorised? ;)

I think that en-US translation should be changed, but that won't happen for 2.0 (l10n is in deep freeze). There is Bug 335167 opened for it (at least for case with images).
