354414 - Reload Button graphic not appearing on application launch

When launching Firefox, the blue reload arrow (graphic) does not initially appear.  It appears when you mouse over the blank area, and continues working fine until after closing and relaunching the application. Each of the other default buttons (back, forward, stop, home) appear as normal. 

Reproducible: Always

Steps to Reproduce:
1. Launch Firefox

Actual Results:  
Reload button does not appear.

Expected Results:  
Reload button should appear.

For some reason I thought we fixed this some time ago.

This is an incredibly slippery bug, because it's timing-dependent.  I've thought that I fixed it once or twice in the past year, but it always finds new circumstances to come back and bite us.

I think this is the same as bug 347046.

Not going to block firefox 2 on this (we shipped with it in Firefox 1.5 as well, aiui) but we'd definitely like it fixed, so nominating it for blocking-firefox3. As per Mark's comments, I'm not confident that this is even the sort of thing we could get in a security/stability release.
