Scenario in M14...
 collapse the side bar
 close the side bar using the view menu
 re-open the side bar using the view menu
 try and un-collapse or resize the side bar

In Windows 95/98 the side bar can not be un-collapsed or resized after doing 
this. However shutting down and restarting Mozilla restores the sidebar to it's 
original open/resizeable state.
Summary: Sidebar won't resize after colaps and close! → Sidebar won't resize after collapse and close!
Good catch, this is actually an old bug though
