Tab scrolling can be very confusing, since tabs seem to simply "disappear" and then "reappear" in some other spot.  This can be visually disorienting, and can make it difficult to tell what's happening when we scroll.  We should animate the scrolling, not just to be pretty (although it will), but for major usability and confusion-prevention.
