Steps to reproduce:
1. Click dock icon to launch Firefox.
2. Cmd+W to close the browser window.
3. Click dock icon again.

Result: nothing happens.
Expected: open a new browser window.

Workaround: kill the process and relaunch. Or, if you're clever, press Cmd+N.

Works fine in 2006-09-27, broken in 2006-10-06.
