Steps to Reproduce:
open bookmark toolbar
go into customize toolbars mode (rmb/customize)
move bookmark toolbar or its content (i cannot remember correctly and cannot duplicate it now, it's one or the other) to the bar with file,edit,view... menus so that the content of the bookmark toolbar appears next to the help button.
you can hide bookmark toolbar now
now when you remove all bookmarks from the space next to the help button, the bookmark/history panel and some other elements start jumping up and down.
