 customize toolbar menu appears behind a video overlay.  playing a video in youtube and then opening the customize toolbar will notice it is hidden.

Reproducible: Always

Steps to Reproduce:
1. goto www.youtube.com
2. select a video and play it
3. to to view > toolbars > customize...
4. verify the customize toolbar pops up behind the video overlay

Actual Results:  
customize toolbar dropdown appears behind the video overlay

Expected Results:  
customize toolbar dropdown should appear in front of the overlay.

FWIW, this is a widget-level issue which is not reproducible on windows (after enabling the sheet in there).

WFM: the toolbar customization sheet no longer goes behind redrawn content, since it's now a noautohide panel that doesn't suffer from _this_ problem. If someone wants to file on the underlying bug of an iframe in a stack over a type=content browser (or whatever part of that was the significant bits), they're better off starting clean, with a minimal testcase.
