388265 - the Customize Toolbars sheet drops down but is underneath ad graphic

I first observed this on a copy of the browser I built a few days ago. I went to http://www.yahoo.com. There is an ad that animates on the right side of the page, just a little bit down from the top. It is about 2" x 3". There is also an ad in the upper left, about 1" tall and 3" wide, that animates also.

When I am at that page and select the View->Toolbars->Customize.... menu item, the sheet drops down but the ads gets updated and they come in front of the sheet. This hides the buttons one needs to hit to close the sheet, for one thing.

This does not occur with a shipping 2.0.0.4, but it does occur on my trunk build. Also, I tested it on a nightly and the ads came in front of the sheet there also. This looks pretty bad.
