For the Browse Add-Ons by Category list at the given URL, all the category links return the same category: search add-ons. The URLs (cat=...) are all different but all links respond as though the URL said cat=13 (search).
Reproducible: Always
Steps to Reproduce:
1. Open the given URL
2. Attempt to browse any category
3. There is no step 3.
Actual Results:
You will get cat 13 (search)
Expected Results:
The selected category.

Sorry ... I think cat= is being ignored entirely!

I can't reproduce this at all... clicking the links works fine for me, and manually incrementing the cat number in the url gives different results.

OK ... hm ... I think there are several sources of confusion. All the categories generate an identical page title of "Search ..." which is itself practice: they all appear to be duplicate pages.
Next, my three selected categories were Miscellaneous, Web Annoyances and Navigation, middle-clicked into three tabs. All three begin with Wikipedia Toolbar and Forecaster! I think there is a bunch of miscategorisation going on as the results don't seem to match what I asked for although I will concede that I do get different result sets for each category.
I was only skimming the pages but those three all contain a very similar set of add-ons, like BBC Bar, RadioMan and Orkut, just not in the same precise order (the precise order evaded my short-term memory). The categorisation is really out of whack or the database query is broken.
That said, it's hard to tell WHAT I should be expecting as the category name is not given on the page and I don't know which page is which once it's open (if I open several at once), and whether it makes sense for each item to be on that page.
It could stand being a little more organised :)

Many add-ons are listed under multiple categories, and the three that you selected are very easily related. I agree that the page could be slightly confusing to some, but as this is already fixed in remora (the next version of AMO currently under development) and this bug is invalid as submitted, marking invalid.
