[reflow branch] marquee does not use the full width of a table cell

STEPS TO REPRODUCE
1. load the URL (testcase from bug 235302)

ACTUAL RESULTS
The text scrolls to about half the width of the first cell then stops
and pauses until it starts again from the right.

EXPECTED RESULTS
Scroll over the full width.

BUILDS AND PLATFORMS TESTED
Works in all modern builds up to and including SeaMonkey 2006120701.
Broken in SeaMonkey 2006120801 on Linux.
