saved form history not imported from safari

originally reported by juan as bug #344284

there is other saved form data in ~/Library/Safari/Form Values, but we
don't currently have code to extract that.

if you believe http://forums.macosxhints.com/showthread.php?p=329399, that data is
encrypted with the "Safari Forms AutoFill" stored in the key chain.

Unfortunately the down side of this bug is that when you import or migrate "Saved Form History" appears as an option and leads the user to believe it can be imported on Mac (and we even give a confirm when it is imported even if it is not). If we are not going to fix this bug it seems to me we should not even have that as an option for import or migration (not sure if this is possible, but a thought)
