363540 - Update List of Modules and Module Owners - 2007

The list of modules should be updated to reflect how we think about the code today.  In some cases the module boundaries should be redrawn.  

The list of module owners should also be reviewed and we should remove module owners who are no longer active.  For the first phase we won't worried about making decisions about module owners, we're trying to remove the names of people where it's obvious.  Discussion about what "obvious" is should occur in the governance newsgroup.

    cc'ing shaver cause he volunteered to help
    cc'ing preed cause of a conversation we had about the need to distinguish between build tasks related to a particular product (a la bsmedberg) and build tasks related to build infrastructure (a la build team) 
    we might also want to add one of the folks working on the web apps to make sure these are included as well.

we might also want to note which modules are in active development and which in maintenance mode.

there are a handful new modules that we need to add.  build and release included.  I'd like to start a separate discussion on those once we've gone through the existing set.

I'm going to post a large set of proposed module changes to the governance group shortly.

yup this is fixed.  We should probably do this every 3 or 6 months to ensure that it doesn't get so far behind again.

Stuart:  it feels awfully soon to be tackling this again.  Do you think it's necessary at this point?

hopefully people are monitoring their modules and periodically trying to keep them a bit more up-to-date.  and i've glanced over them but haven't really been paying much attention to them.  I don't think it is worth the time or energy to do this again right now...  We should probably also just file new bugs if we think we should do this again rather than reopening this one.
