Unfortunately the new Bugzilla makes us suffer from this bug. Dave, Myk, could you add a space after the mail address in the footer, like so: <li>... mail@domain </li> -------------------^ added space that should fix it for Bugzilla I think. I use the STEPS TO REPRODUCE several times a day and it's extremely annoying to get the extra "# " in there... please, please please? :-)
I'm going to fix this a different way. It's on my todo list, but I just didn't get to it in time for the upgrade. This is an upstream bug, so it'll need to be fixed upstream first before we take it on bmo, most likely. Also, fyi, Myk doesn't deal with bmo anymore as far as its code changes go.

Not sure if I did the same thing as the report said almost 20 years ago, at least I didn't get an addition # when I copied over an email address in the ordered list <li></li>.
