Bugzilla 2.23.3+ gives the focus to the requestee field when you set a flag to '?'. b.m.o doesn't, probably because it has a hack to hide this field by default. This is irritating as I used to set the flag and directly type the name of the requestee, without clicking in the requestee field first.
This was fixed by the fix for bug 365320
