36661 - running a news://host/group url when there are zero accounts causes bad things to happen

two ways to get into the "zero accounts" state:

1) a new profile, and you've never launched messenger, ab, or compose
2) a migrate profile, and you've never launched messenger, ab or compose.

I need to migrate (if necessary), and if no migration is possible, pop up the 
new account wizard.

right now, it does the right thing if you run a news://host/article or 
news://host/group url and

you've migrated and you have the server <host>
you've migrated and you don't have the server <host>
you haven't migrated, but when you do, you'll have the server <host>
you haven't migrated, but when you do, you won't have the server <host>
you haven't migrated, and there is nothing to migrate.

alecf and I are still talking about where some of this work should be done.
Right now, I've added code to nsNntpService.cpp to do migration, before looking 
for the server.

I use alecf's "valid" boolean on the server, so that the wizard will pop up if 
we have a partial news server.

Currently, it displayed blank account wizard (see bug 47123)if not using 
migration....
