This is similar to bug 358533, but it clarifies the problem and takes it a step further (the writer of 358533 probably didn't realize how extensive the problem is).
If all windows are in the Dock (in the MS Windows world, this would be called "minimized"), none of the Menus work; you can click on them, but nothing happens. If you have no windows open, there isn't a problem, this only happens when all windows are minimized in the Dock.
Writer of bug 358533 thinks it's only when they try to make a new window, but actually, all menu items cease to function.
Reproducible: Always
Steps to Reproduce:
1. Minimize (hit the yellow button) on all windows that are open.
2. Try to access any menu features - File/New Window, Tools/Downloads... doesn't matter, none will work. Failure occurs regardless if you are using mouse or keyboard to request function (i.e., Command-N on keyboard or File/New Window with mouse)
Actual Results:
Nothing happens.
Expected Results:
Menu function should happen.
This has been a problem since 1.x - at least 1.5, maybe earlier, I don't recall.

I wrote 358533. I agree with this issue and think it is a SEVERE problem. I am also able to replicate the other problems mentioned with the menu. closing 358533 as duplicate.
