3700 - All raptor* dll names need a change

I don think this is M3 either. I am moving it to M4. Brendan already knows that
this aint happening for M3. Warren let me know if you differ.

I've posted before, and I thought I was clear: I'm not into mindless renaming, I
don't like "moz" as shorthand for "mozilla", I don't find "moz" an improvement
over "ns", and I think we should have a better (hierarchical) theory of poor
man's namespaces before any renaming is done.

Sorry, my previous writings on this prefix issue were about source code
conventions.  For DLL names, I'm less averse to moz* -- but why not spell it out
and avoid ambiguity?  It wasn't rap*, it was raptor*, so make it mozilla*

Moving all Apprunner bugs past and present to Other component temporarily whilst
don and I set correct component.  Apprunner component will be deleted/retired
shortly.

All the **windows** .DLL's were renamed due to the 8.3 problem. If this bug is
refering to legal "raptor" trademark issues note that I didn't look at or
change the Mac or Unix builds so they may still have "raptor" names.
