This got broken with revision 1.21 of calendar-recurrence-dialog.xul; the merge of calendarUtils.js into calUtils.js omitted the calRecurrenceRule() method, which is used in calendar-recurrence-dialog.js.

The solution is probably to copy the missing method from calendarUtils.js into calUtils.js. Someone should probably do an audit to see what else got missed by this merge attempt.
