If I change the folder to which one filter applies this changes the behaviour of all filters. Especially it would be nice to have filters affecting to the inbox and filters affecting the outbox at the same time.

Yes, you are right. It is about the same. I´m sorry that I didn´t find bug 294632 and reported the same feature request. In practice I only need filters for the inbox and outbox, but it would be much better to have the ability to filter per any folder.
