All context menu have two arrays: up and down. But this menus are full (no one action is hidden).
Click on any of this arrays cause no result.

Reproducible: Sometimes

Expected Results:  
Menu without arrays.
Please test in firefox's safe mode, this is likely caused by an extension:

Summary: frozen arrays in "full" menus → frozen arrows in "full" menus
I can't reproduce this bug in normal mode.
I guess if you're unable to reproduce this it will be difficult to track down the problem.
Nope, then we can just gamble that it happened after opening one that actually needed them, which triggers bug 283679.
