Same as bug 369583 but in preparation for 1.9a4. The tinder-config changes are against the test_perf branch.

Everything except the Nagios changes is checked in. I'll get those tomorrow morning after the nightly builds come out.

Build is out, but the .mar file was not generated.  Is this expected on a version change ?

I guess you mean the partial mar, which is unlikely to be related. There seems to be missing partials across the board, please file a seperate bug.

Note, addons.mozilla.org also needs to be updated:
https://addons.mozilla.org/en-US/firefox/pages/appversions

I am reporting this here, because as soon as the nightlies with this new version are out, addons should also be able to accept theme/extension uploads for this new version number.
