376397 - Option to aggregate multiple bugmails from one change

There are several cases in Bugzilla where more than one mail is sent from one update; obviously there's the mass change option but duplication and dependency tracking also causes multiple mails from one entry.

My enhancement proposal is that a single multipart message is generated comprising a summary of the submitted action and attachments for all the bugmail from the related bugs. In the case of a mass change the summary would list all the new values and anyone interested in the old values could peruse the attachments. In the case of duplication or dependency tracking then the original bug could be used as the summary. This would then also resolve the issue of seeing a duplicate or dependency of one that you are watching but not seeing the submitters comment.
