It always tries to go online, initiating an unwanted dial-up connection if none is active. Up to now this feature was the best (if inferior) substitute for the browser's inability to tell when it makes sense to go online (bug 284004). Please bring it back. Reproducible: Always Steps to Reproduce: 1. Run Firefox to view a local ("file:") URL. 2. Check "Work Offline" in the File menu. 3. Exit Firefox. 4. Repeat step 1. Actual Results: "Work Offline" is no longer checked. Expected Results: It still should be.
